Early name reservations for World of Warcraft: Forever started on 27 October, but the opening was rough. Blizzard's start time for North America was 1pm PT (28 Oct, 6am AEST). Blizzard says reservations run through 3 November (Blizzard gives no end time), for eligible players, and each player can reserve names for up to three characters in total.

IGN reports that Blizzard first told players in the Battle.net app that name reservations were "delayed while we resolve some final technical issues". Wowhead says European players could reserve names from about 12:40pm PT, shortly before North America's window opened. When the North American window opened, IGN and Wowhead reported login queues that ended in disconnects. IGN's reporter then got in but saw "Character creation timed out" each time they tried to finish a name. IGN says Blizzard was aware and working on a fix. That update was at about 1:51pm PT (28 Oct, 6:51am AEST).

Oceanic players have a separate bug. A Blizzard community manager posted on the official forums at about 1:02pm PT (28 Oct, 6:02am AEST) that players connecting to Australian-based servers must create Roleplay or Roleplay-PvP characters before any Normal or PvP ones. Make a Normal or PvP character first and the Roleplay rulesets disappear for your later characters. Blizzard said it was working on a fix "urgently".

As of about 7:20am AEST on 28 Oct, we haven't found a Blizzard post saying everything is fixed. Blizzard's launch date for the game itself is 4 Nov, 3pm PT (5 Nov, 9am AEST). If you can't get a name through now, you have until reservations close after 3 Nov.
